Message	them out. i might be wondering if you accidentally swapped the spot of a long bolt and the short bolt. image sem659c (fsm em section cylinder head installation) shows the location of the short bolt to be the passenger side farthest outboard and forward. maybe, a long bolt was placed in the this position and thus would not fasten the head and block sufficiently.
